School Safety and Security Grant Program

Grant Highlights

The Texas School Safety and Security Grant Program provides funding to public schools, including the School for the Blind and Visually Impaired and School for the Deaf, for safety and security (hardening) of campuses.

  • Expected Number of Awards: 1,200
  • Minimum Allowable per Award: $25,000
  • Maximum Allowable per Award $3,394,317
    * allocated by formula ($16.18 per pupil) based on LEA enrollment
  • Cost Sharing or Match Requirement: None

ALLOWABLE USE OF FUNDS

Public schools, including the School for the Blind and Visually Impaired and School for the Deaf may only expend funds for:

  1. Exterior doors with push bars
  2. Metal detectors at school entrance
  3. Erected vehicle barriers
  4. Security systems that monitor and record school entrances, exits, and hallways
  5. Campus-wide active shooter alarm systems that are separate from fire alarms
  6. Two-way radio systems
  7. Perimeter security fencing
  8. Bullet-resistant glass or film for school entrances
  9. Door-locking systems

UNALLOWABLE USES OF FUNDS

  1. Administrative costs
  2. School resource officers or school police officers, unless a documented part of a larger security system
  3. Training, unless a documented part of a larger security system or active shooter alarm system
  4. Active shooter training, unless a documented part of a larger active shooter alarm system
  5. Firearms, ammunition, and training related to firearms

  • MOTOTRBO™ COMMERCIAL RADIOS – For many schools, DMR Tier III commercial radios such as MOTOTRBO provide a cost effective way to connect key campus personnel for instant communication and everyday emergencies. Simple push-to-talk activity on a secure and resilient private radio network allows critical communications to continue even when local cell towers are swamped with traffic during an emergency.
  • WAVE WORK GROUP COMMUNICATIONS – Create simple, secure, and reliable Push-To-Talk communications between radios and devices outside the radio system, such as smart phones, tablets, and laptops.
  • VIDEO SECURITY –  A recent Motorola Solutions acquisition, Avigilon, offers advanced video surveillance and analytics solutions, from high-definition cameras to artificial intelligence and machine learning software.

The Texas Education Agency (TEA) publishes grant applications electronically through the eGrants system and on paper. The process an applicant must follow to apply for funds is different for eGrants and paper applications.

  • eGRANT APPLICATIONS – An eGrant is an online grant application that is published through eGrants, TEA’s electronic grants system. The eGrants system stores and makes available all grant-related documents, such as the grant application, general and fiscal guidelines, program guidelines, and any errata notices issued for the grant. eGrant applications must be completed electronically and submitted online.
  • PAPER APPLICATIONS – Applicants must download paper grant applications in Adobe PDF form format from the TEA Grant Opportunities page, and then complete the forms on the applicant’s desktop. After the application is complete, the applicant must print, sign, and mail the forms to the TEA Document Control Center.  All grant-related documents, such as the grant application, general and fiscal guidelines, program guidelines, and any errata notices issued for the grant, are listed on the TEA Grants Opportunities page.
